The former means the same resources can serve more users; the latter means resources are temporarily underutilized. Only by considering capacity changes alongside usage changes can you identify which situation currently applies.

This $ETH short was opened at 2487, the price keeps hovering around the cost line. The profit and loss aren't significant, but patience is almost worn out.
