So controlling foreign exchange isn't really about saving foreign exchange, but about keeping interest rates at a low level and preventing them from bouncing up.
These are the two hands of financial suppression: one hand pushes prices down, pushing interest rates to the floor; The other hand controls quantity, keeping capital within the country. Both hands had to be used simultaneously; releasing either hand made the other useless.
So why insist on keeping interest rates so low? The answer is hidden in an even bigger number—debt.
In recent years, the money borrowed by local governments has been close to the trillion-yuan scale by the end of last year, including explicit national and local government bonds. Adding hidden debt borrowed by various financing platforms, the scale is even larger.
How do you handle such a large plate? In reality, it's basically not about repaying debts, but about two words:
One is delaying: rolling over maturing debt and swapping it for a longer term;
One is downgrade: replacing bonds with previous rates as high as 7% or 8% with low-yield bonds just above three points.
Just this round of swapping alone has reduced interest costs by more than 2.5 percentage points.
The premise for energy cuts is that interest rates across society must move downward in line for debt to be converted. 
Therefore, the decline in interest rates is not a natural outcome; it is necessary.
Who benefits from this? 
Local governments and enterprises burdened with debt, and tens of millions of people with mortgages, have really lightened their interest burden.
Who pays? It's about keeping your money honestly in the bank, and you get 1% interest, which is like quietly using your purchasing power to subsidize a debt that is slowly being resolved.
This is where financial will is most subtle: it doesn't steal your money, it just makes your money worthless.
Speaking of which, looking back at RMB appreciation, you'll find it's not that simple.
To a large extent, it's not that the RMB has grown stronger on its own, but that the US dollar has weakened.
In the past year, the US dollar index has dropped nearly 10%, and all non-US currencies have followed suit against the dollar.
A key detail is that the RMB has risen against the US dollar, but has actually depreciated against the euro and a basket of currencies, and the index measuring the composite exchange rate has been declining all year. Simply put, it's strong against the dollar but weak against the basket.
Even the central bank itself doesn't want it to rise too quickly, so it keeps using a relatively low midpoint rate and state-owned banks buying dollars to put the brakes on appreciation.
A country pushing interest rates to the floor while personally intervening to prevent its currency from appreciating—this itself shows that the core of this game has never been exchange rates, but interest rates.
Thirty years ago, there was a country that had already fully walked this path—Japan.
After the bubble burst in the 1990s, the Bank of Japan began cutting rates continuously in 1991, went straight to zero interest rates in 1999, and then maintained ultra-loose policy for over 20 years, even ending with negative rates. 
Who will bear such a huge government debt? It relies on citizens' savings, with money from residents and businesses continuously buying Japanese government bonds through banks, insurance, and pension funds, essentially injecting funds into the government's debt.
But the most noteworthy aspect is the yen's movement. Logically, the zero-interest 20-year yen should have plummeted long ago, right?
In reality, the opposite is true. In the roughly 20 years before, the yen not only didn't depreciate much, but because of Japan's long-term deflation and safe-haven nature, it became a globally recognized safe-haven currency, once reaching a high of 7.5 billion USD.
The real significant depreciation has only happened in the past decade or so. When the US began to raise interest rates sharply and the interest rate differential between the US dollar widened completely, the yen fell from 75 all the way down to around 160, nearly halved.
What Japan has taught us over the past 30 years is that low interest rates do not necessarily cause a currency crash, but rather a calmer statement:
How long can low interest rates last? Will the local currency depreciate? It depends on whether your property can still hold up and whether the interest rate gap will get out of control.
Back to ourselves: deposits breaking 1% doesn't mean banks have become stingy; The RMB's record high is not a sudden economic strengthening.

Analyst: Concentration of chips is similar to the eve of the FTX collapse.
Crypto analyst Murphy cited URPD (UTXO Realized Price Distribution) data pointing out that Bitcoin has piled up 890,000 and 710,000 chips at the price levels of $63,000 and $62,000 respectively, totaling about 8% of the circulating supply, far above normal levels. He believes this concentration is similar to the eve of the 2022 FTX event, which is prone to trigger violent fluctuations and "violent redistribution," possibly indicating the direction choice at the end of the bear market.
Crypto analyst Murphy referenced URPD data to highlight the most critical structural problem in this consolidation phase. URPD, or UTXO Realized Price Distribution, maps the price at which each Bitcoin was last transacted, showing how many holders are stuck at each price level.
Murphy calculated that 890,000 coins are piled at $63,000 and 710,000 coins at $62,000, totaling about 1.6 million coins, accounting for approximately 8% of the circulating supply. Based on the current circulating supply of 20.06 million coins, this ratio matches.

Breaking down the numbers makes it clearer. This 1.6 million coin cost zone spans only a $1,000 range, which is less than 1.6% of the price band. In the market, for every 12 Bitcoins, 1 has its holding cost squeezed into this narrow gap.
The concentration of chips is a double-edged sword. Looking downward, this is a cost zone where trapped holders are reluctant to sell, theoretically providing support; looking upward, it is also a resistance zone where, once prices rebound to break even, selling pressure will flood out.
Murphy says the higher the concentration, the more sensitive the price is to information, because any move affects the emotions of the same group of holders.
Notably, Bitcoin itself moved into this position. Last week it was still above $65,000, but in recent days it slid into the dense zone, meaning the entire batch of chips now stands around the break-even line.
The eve of FTX saw nearly a quarter evaporate in 20 days:
Murphy compares this to the eve of the 2022 FTX event. At that time, Bitcoin also consolidated in a narrow range for months, with chips piled thick and dense, and the market once thought it was the bottom.
The result was that on November 1, 2022, Bitcoin was still at $20,485, but by November 21, it crashed to a low of $15,586, losing about 24% in less than 20 days. This means ETH might be very "cheap" now, but value capture and new user growth are cooling down.
I prefer to wait for three signals: NUPL stops declining, active addresses stabilize, and network fees stop shrinking continuously. Entering the capitulation zone is a prerequisite for opportunity, but it does not guarantee an immediate reversal.

Third crisis: simultaneous bleeding on both supply and demand.
Supply side: In Q1 2026, listed mining companies will collectively sell over 32,000 BTC, exceeding the total for the entire year of 2025. After reading Fidelity's Q3 report, my biggest impression wasn't that "BTC is about to bottom," but rather that the market is increasingly undergoing a lengthy bottoming process.
The report focuses on Bitcoin Yardstick. It can be simply understood as the relative valuation between BTC's market cap and the total network hashrate: the lower the reading, the cheaper BTC is invested in computing power compared to maintaining network security.
In the past 92 days, Yardstick has had 76 days below the long-term average by one standard deviation, accounting for about 83%, entering a historically undervalued range. In 2018, this indicator stayed in a similar area for 298 days; In 2022, it lasted 299 days. This round of adjustments has lasted about 203 days, and if we only compare historical timeframes, roughly two-thirds have been completed.
This is why Fidelity has listed October 2026 as a window to watch, but it does not predict that October will definitely bottom out.
Current data is still hard to relax: the three major asset-weighted PUPL have dropped to -0.01; spot ETPs have seen a net outflow of $5.4 billion this year, including $4.9 billion in Q2, with about $4.5 billion in June alone; and nearly $6 billion in consecutive liquidations occurred in early June.
