Two signals this week are worth looking at together: US July PPI month-over-month was 0.0%, year-over-year 4.7%, giving some room for interest rate expectations; but the SEC canceled the scheduled meeting to discuss crypto asset issuance rules, so regulatory pace hasn't become clearer immediately. In the past five trading days, $BTC ETFs have seen a net inflow of $865 million, and $ETH ETFs a net inflow of $244 million. This scale should have already driven prices up in early 2024, but BTC remains stuck around 63,000, and ETH is firmly suppressed below $2,000. Money is flowing in, but prices aren't rising; three details lie behind this.
First, ETF purchases do not equal net long positions.
While institutions buy spot through ETFs, they likely add short hedges on the futures side. CME Bitcoin futures open interest has not recently declined, indicating that spot buying is being precisely hedged by futures shorts.
Second, the technical pattern is not a "head and shoulders top," but a "bottoming triangle."
The market talks about a BTC head and shoulders top, saying a break below 61,000 would lead to 54,000. But a true head and shoulders top would show a significant volume shrinkage on the right shoulder. Currently, the oscillation around 63,000 has evenly distributed volume, lacking the typical "head volume spike, right shoulder volume shrink" characteristic. A more accurate description is a "converging triangle after a decline"—with lower highs and rising lows. This structure usually ends with a false downward breakout; a break below 61,000 is more likely a quick "stop-loss sweep" rather than the start of a new bear market.
Third, the ETH/BTC exchange rate rising does not mean ETH is getting stronger.
Recently, ETH has strengthened relative to BTC, prompting many to call it "Ethereum season." But the truth is: ETH isn't too strong; BTC is too weak. BTC, as a macro asset, is being firmly suppressed by the rebound in the US dollar index and high US Treasury yields. ETH, having previously dropped from 4,800 to 1,800, has already priced in macro pressure and entered a "no more downside" vacuum zone. This exchange rate rise is called "passive strengthening." Once US dollar liquidity improves and BTC rebounds, the ETH/BTC rate will likely fall back.
Breaking the deadlock requires one of three conditions:
The Federal Reserve cuts rates in September and signals dovishness, reversing dollar liquidity expectations;
The CLARITY Act passes, removing legal barriers for institutional allocation;
Or a break below 61,000 triggers programmed stop-losses, quickly probing the 58,000–60,000 range, washing out the last batch of longs and forming a true panic bottom.
For now, it's best to wait for the direction of the September meeting and follow the major trend. If you really want to open a position, shorting here is not recommended due to high risk. Of course, taking a small short-term bite is an exception.
