The Fed's July meeting saw a 9 to 3 vote to keep rates unchanged, with indeed 3 officials advocating a 25 basis point hike.
However, with July CPI cooling and employment weakening, the market currently prices in nearly a 67% chance of rates remaining steady in September.
So what this minutes really reveals is not that the Fed is ready to hike, but that internal concerns about inflation have not been fully laid to rest.
This means the market cannot yet treat “rate cut expectations” as a certainty in the short term.
There are especially two risks worth noting:
First, U.S. Treasuries.
If inflation proves persistent and long-term yields stay elevated, even if the Fed does not hike, market financing costs may not significantly decline.
Second, AI valuations.
The minutes even begin discussing AI infrastructure financing and the financial stability risks posed by AI stock valuations.

The July FOMC Minutes from the Federal Reserve: Beneath the surface calm of a 9-3 vote, a hawkish undercurrent is brewing
In the early hours of August 20 Beijing time, the Federal Reserve released the minutes of the July FOMC meeting. On the surface, the 9-3 vote to keep rates unchanged marks the fifth consecutive pause. But a closer read of the minutes reveals hawkish voices much louder than the vote count suggests.
Three dissenting votes mark a once-in-a-decade level of disagreement.
The three dissenters—Dallas Fed’s Logan, Cleveland Fed’s Harker, and Minneapolis Fed’s Kashkari—all advocated for an immediate 25 basis point rate hike. This is the first dissent since Waller took office in May.
Notably, two regional Fed presidents without voting rights in July—Schmidt and Muzzammil—later stated that if they had voting rights, they would have also supported a rate hike.
This means the actual number favoring a hike could be close to five, far more than the three dissenting votes on record.
The language in the minutes is more hawkish than the vote outcome.
The minutes state: “Many participants” believe that if inflation does not decline, monetary policy will need to tighten further.
Some officials were more direct: the current financial tightening may be insufficient to bring inflation back to the 2% target. Officials supporting hikes argue that price pressures have become broadly dispersed, and failure to act now could lead to “larger and more costly consecutive tightening” in the future.
Notably, no official in the entire minutes supported a rate cut.
How is the market pricing this?
After the minutes were released, U.S. stocks ended a three-day losing streak, with the S&P 500 and Nasdaq both rising about 0.2%. The 10-year Treasury yield fell 6.5 basis points to 4.64%. Gold prices remained in a high-level range.
CME FedWatch shows the market currently prices about a 67% chance of holding rates steady in September, with a 32% chance of a hike. However, the probability of a rate hike before year-end (December) remains as high as 65%.
BMO noted in a report: the minutes indicate a clear hawkish sentiment brewing within the committee, but further action will only be triggered if inflation worsens again; until then, the Fed will remain on hold indefinitely.
Two other details are worth noting.
First, Waller proposed reducing the Fed’s annual policy meetings from eight to six, roughly one every two months, to accumulate more data. The 2026 schedule remains unchanged, with possible implementation in 2027.
Second, the minutes mention high borrowing and elevated stock valuations in the AI sector, warning that a shift in market assessment could trigger broad asset repricing.
What does this mean for the crypto market?
The core signal from these minutes is that the Fed’s debate has shifted from "when to cut rates" to "whether to hike further." The narrative of higher-for-longer rates is strengthening.
For risk assets, this is a medium-term backdrop to be cautious about. Although the September hike probability is currently about 30%, the 65% implied probability for this year shows the market has not ruled out this option. The Fed's July FOMC meeting ultimately maintained rates at 3.50%-3.75% with a 9 to 3 vote, but three members clearly supported an immediate 25bp hike. I find this result somewhat subtle.
On one hand, recent CPI, PPI, and employment data have been cooling down, so the market currently leans more toward holding steady in September. In other words, an immediate rate hike in September is not the main trade right now.
