Speaking of Bassett, he's really clever, only telling half the story—the Treasury only mentioned increasing the amount of long-term U.S. Treasuries purchased each time, but where is the money coming from?
If this were announced by the Federal Reserve, then the Fed would most likely be implementing QE.
But this is the Treasury, whose income and expenditures are mostly fixed, so where does the spare cash come from to continuously accelerate long-term bond purchases?
So obviously, the main method is to finance by issuing short-term U.S. Treasuries under one year, then use that money to accelerate the purchase of long-term U.S. Treasuries.
