CPI刚出炉,符合预期不温不火,加息压力缓了口气,接下来就看后天SEC会议和9月15号CLARITY能不能往前推一步了。 3.4%,核心2.5%,2021年3月以来最低。BTC在64000附近喘了口气,ETH稳在1900附近。 数据这关算是过了,但我更关心的是接下来一个月监管这边怎么走。 后天,8月14号,SEC开公开会议,第一项就是"Regulation Crypto Assets",投票要不要把加密投资合同的发行规则拿出来公开征求意见。Atkins七月份放话"国会不立法我们自己来",后天就是动真格的。 再往后,9月15号,CLARITY法案cloture投票。 这俩事放一起看就很微妙——SEC等不及了要自己搞规则,国会那边CLARITY能不能活到正式辩论还是个问号。Galaxy把通过率砍到30%,Polymarket更狠,16%。 我一个个说。 后天SEC那个会,别当利好炒。投的是"要不要把草案亮出来给大家骂",离最终规则还差着公众评议、修改、再投票,一年半载起步。而且这规则管的是代币发行融资,不是给BTC和ETH重新定性。3月份SEC和CFTC联合指引里已经把大饼以太列进数字商品了,后天动不到它们头上。 CLARITY才是大菜,但大概率卡壳。共和党53票,cloture要60票,全员铁板一块也得再拉7个民主党人。道德条款、稳定币收益、非法金融/DeFi,三个坑一个没填上。Hawley和Paul还在内部反水。真没过,Lummis说市场结构立法可能直接拖到2030年。 但你把宏观加进来就不一样了。核心CPI 2.5%,加上7月非农爆了2.3万,9月加息概率本来就在降。如果通胀继续这个节奏,年底流动性预期改善,再叠加CLARITY哪怕只是cloture通过、开始正式辩论——注意,只是开始辩论——BTC的弹性不会小,ETH更不用讲,真涨起来以太的beta从来比大饼猛。 当然,这是最乐观的剧本。现实是CLARITY大概率9月15号继续鸽,SEC的部门规则新主席上来就能改,中东油价还在89悬着。 我自己的操作:$BTC$ETH 都拿着,63000-64000和1800多这个位置不加仓也不跑。后天SEC看一眼草案里"投资合同"边界划在哪,9月15号看那7个民主党人能不能拉到。在此之前,CPI不添乱就是最大的利好。 纯交流,别当建议。 #今晚CPI公布,9月加息定价会改写吗?

CLARITY dodged again, the SEC won't wait anymore, will hold a meeting the day after tomorrow to write the rules themselves. Do you know where the stuck? It's pretty absurd to say—"Can the president issue coins at the same time?" This issue has been a two-party dispute since July, and still hasn't figured it out. The CLARITY bill passed the House last year and the Senate Banking Committee passed it 15-9 this May. Everyone thought it would be implemented before the August recess. So what happened? Thune waited until 4 a.m. on August 8 before submitting a motion to the cloture, kicking the ball straight into the afternoon of September 15. Note, the vote on September 15 wasn't about the bill itself, but about "whether to start the debate"—the formal discussion hadn't even started yet. What about the votes? Republicans have 53 seats, Cloture needs 60 votes, and even if everyone is solid, they'll need to bring in 7 more Democrats. Moral clauses, stablecoin yields (banks fear deposits moving), and illegal finance/DeFi—none of these three pitfalls are filled. Galaxy Research directly cut this year's approval probability from 50% to 30%, TD Cowen gave 25%, Polymarket was even harsher, down to 16%. Then the SEC stopped waiting. At the public meeting at 10 a.m. Eastern Time on August 14, the first agenda item was "Regulation Crypto Assets," a vote on whether to publicly solicit customized issuance rules for crypto investment contracts. Atkins had already said in July, "If Congress doesn't legislate, we'll do it ourselves," but now it seems it's not just empty talk—it's real action. But let me be clear: don't get worked up—this is just about "whether to show the draft for everyone to criticize." The final rule is still separated from public review, revision, and vote, taking at least a year or so. Moreover, this rule deals with token issuance and fundraising, not a redefinition of BTC and ETH. Speaking of $BTC and $ETH, these two should breathe a sigh of relief. In the joint guidance issued by the SEC and CFTC in March this year, BTC, ETH, $SOL, XRP, ADA, DOT were clearly listed together as "digital commodities," under CFTC regulation. The CLARITY Act classifies them in the same way. So regardless of whether the bill passes or not, the commodity nature of Bitcoin and Ethereum is currently stable, and the future meeting won't affect them. But stability is stability; don't think it has nothing to do with you. If CLARITY goes bad again on September 15, Lummis said market structure legislation could be delayed until 2030. What did it rely on in the past few years? It depended on SEC divisional rules and enforcement actions. Departmental rules can be changed by the new chairman, and courts can also issue a new explanation today. The March guidance looks appealing now, but no one can say how effective it will be if a lawsuit breaks out. So my judgment: BTC and ETH won't be directly impacted in the short term, so they can proceed as they should, but if regulatory uncertainty isn't lifted, institutional entry will keep dragging in. The real headache comes from small and medium-sized project teams—with funding rules in place and compliance costs hanging overhead, issuing a token feels like stepping on a landmine. The next day is worth watching, mainly depending on where the "investment contract" boundaries are defined in the draft, whether there are safe harbors and registration exemptions, but don't use this as a positive outcome—it's just a procedural vote. September 15 is the real checkpoint. Seven Democrats—if they can win them over, they survive; if not, they disperse. Personally, I'm not optimistic. Both parties are just putting on a show about the moral clause; neither wants to compromise first.
