The overall thesis makes sense, but I’d separate what is actually happening now from the longer-term interpretation.
🇺🇸 What the regulatory picture means
CLARITY: A delay in Senate consideration increases uncertainty. Even if the bill eventually advances, the market shouldn't treat September 15 as a guaranteed passage date.
SEC: A shift toward clearer rules and exemptions could be constructive for the industry, but a proposal/request for comments is not the same thing as a finalized regulatory framework. Implementation would take considerably longer.
📊 Why BTC could benefit disproportionately
Your BTC-vs-altcoin point is interesting:
BTC → relatively established regulatory/institutional identity
ETH → increasingly institutionalized, but regulatory questions remain
Smaller altcoins → greater uncertainty around classification and compliance
If regulatory clarity expands gradually, institutional capital may initially favor assets with the clearest legal and liquidity profiles rather than immediately flowing into smaller altcoins.
That could create a BTC-first rotation rather than an immediate altseason.
🧠 The bigger takeaway
The most important development isn't whether CLARITY passes on one particular date.
It's whether the U.S. regulatory framework evolves from:
“Build first, ask whether it's legal later”
toward:
“Here are the rules, here are the requirements, and here is the compliant path.”
That would be structurally positive for crypto adoption.
But for now, regulatory progress ≠ immediate bullish price catalyst. The market still has to deal with liquidity, Fed policy, ETF flows and risk appetite.
